100x100 Unattended Key Management

Unattended key management is typically done through deleting old keys from the registry, and then passing new keys to XCVault.exe.

XCVault.exe can take "<KEYDATA>" or "<keyfile>" as an argument.

XCVault.exe - when used in a user context - can only modify HKCU (per-user) licenses.

XCVault.exe is used in a user context and if it's subsequently elevated then it can access and modify both HKLM (per-machine) and HKCU (per-user) keys.
